REGISTRATION INFO

REGISTRATION

  • Mail in, drop off at the Rustad, fax, or register online. Please be sure to provide an updated email address when registering, as most communication is done through emails. Your privacy is respected & personal information is not sold or lent out to any outside parties. You will be contacted before activities begin. To confirm that you are registered or to check on an activity’s start date, please call 701-433-5360. 

REFUNDS

  • If the West Fargo Park District cancels an activity for any reason, a refund will be issued. Refunds are not provided for participant cancellations or non-attendance. If a participant is sick or unable to attend due to an emergency, a credit will be issued to their account. Please contact the Park District office if you or your child is unable to attend a class or program.

SCHOLARSHIPS

  • Scholarships may be available to West Fargo Residents & West Fargo School District families with limited incomes. Eligibility is determined in accordance with the income guidelines of the Federal Free & Reduced Lunch Program. For more information call 701-433-5360 or view more info here. 

INSURANCE

  • The West Fargo Park District does not carry insurance for participants. It is suggested to review your family’s personal health insurance plan to be sure it provides you with sufficient coverage & consult with a physician before starting any activity requiring physical exertion.

AMERICANS WITH DISABILITIES

  • The West Fargo Park District will make all reasonable modifications to policies & programs to ensure that every qualified individual with a disability has an equal opportunity to enjoy all of its programs, services, & activities through the Americans with Disabilities Act (ADA), provided an individual meets essential eligibility requirements for participation. Please note that the ADA does not require the Park District to take any action that would fundamentally alter the nature of its programs or services, or impose an undue financial or administrative burden. POLICIES

BUDDY POLICY

  • This policy will allow each child/coach to request to have at least one familiar face on their team and will help streamline team formation. Requests that do not follow the policy will not be granted. Please do not ask to waive these rules, we will not make any exceptions to this policy. YOUTH POLICY

  • When registering for a team sport, each participant may request ONE friend as a Buddy. The requested Buddy must also request you as their Buddy when registering to be considered a match. All other requests (multiple Buddies, Buddy Chain, ect.) will not be granted. You can request a different Buddy for each sport you register for.

SIBLINGS

  • Siblings are often paired together unless a specific request not to do so is made. However, if you want to guarantee they are on the same team, please make sure to place the sibling’s name in the Buddy request box. When siblings are placed together, unfortunately, any other Buddy requests will not be granted.

COACHES

  • All coaches, staff, and volunteers are required to complete a background check. Once cleared, individuals will be issued a badge. For the safety of all participants, this badge must be worn at all times while participating in any Park District-related activities. Two adults may request to coach together, and the children of each coach will automatically be placed on the same team. No other Buddy requests will be considered. If multiple teams are without a coach, requests to coach together may not be honored in order to ensure all teams have a coach.

UNATTENDED CHILD POLICY

  • The following policy was adopted because the West Fargo Park District cares about its patrons. Parents and guardians need to be on time when picking up their child from an activity or facility. Any child not picked up 20 minutes after an activity ends is considered an “unattended child.” Program leaders will remain on site until all patrons have left the premises. However, after 20 minutes, the West Fargo Police Department will be contacted to pick up the child and escort them to the proper authorities.

BEHAVIOR CODE OF CONDUCT

  • The West Fargo Park District’s mission is to provide opportunities for citizens to enjoy their leisure time in our public parks, facilities, and programs that support physical, mental, and social development that contribute to the quality of life. In support of our mission, the Park District enforces a Behavior Code of Conduct for all participants, staff, coaches, officials, parents, volunteers, and guests (aka PARK & FACILITY PATRONS) participating in a Park District program, attending a class or event, or using District facilities or park properties. The Code of Conduct policy holds its staff, facilities & parks, and programs to the highest level of behavioral standards in order to provide the best overall experience while ensuring the safety and comfort of all involved.
  • All PARK & FACILITY PATRONS are expected to exhibit appropriate behavior at all times and are required to make themselves informed and aware of this Behavior Code of Conduct, as well as any other rules and behavior expectations developed for specific programs, events, parks, and facilities as deemed necessary by the West Fargo Park District.

THE WEST FARGO PARK DISTRICT INSISTS THAT ALL PARK & FACILITY PATRONS SHALL COMPLY WITH THE FOLLOWING BASIC BEHAVIOR:

  • Show respect to all participants, staff, coaches, officials, parents, volunteers, & guests. By following the Park District program, park, & facility rules & take directions from District staff.
  • Refrain from using abusive or foul language.
  • Refrain from threatening or causing bodily harm to self and or PARK & FACILITY PATRONS.
  • Refrain from causing damage to the property of others & District assets, such as equipment, supplies, parks, & facilities.
  • Not possess any weapons, except in instances where equipment is needed for participation in the program, such as trapshooting & archery.
  • Uphold the rules, regulations, & policies of the West Fargo Park District. Failure to follow the West Fargo Park District Behavior Code of Conduct may result in immediate removal, suspension, or trespass (with final determination by the Executive Director) as related to the severity of the offense of the PARK & FACILITY PATRONS from the program, event, park or facility.

PARK ORDINANCES

Parks are open seven days a week from 5:00 AM- 10:00 PM.

Any person who violates or fails to comply with any provisions of these ordinances shall be subject to a fine not to exceed $500.

ORDINANCE 1

  • Glass Containers – Prohibition – It is unlawful to bring or carry glass containers onto any park property.
  • Alcoholic Beverages – Prohibition – No person shall bring alcoholic beverages into or use alcoholic beverages on the property of WFPD without a permit. Permits for alcoholic beverages may be obtained for a fee from the West Fargo Park District Office.
  • Special Event Liquor License – Any sale of alcohol within the City of West Fargo requires a Special Event Liquor License. Please contact City Hall at 701-515-5000 for additional information.

ORDINANCE 366

  • Collection of Animal Solid Waste on Public Property – Every person having custody or control of a dog or cat shall be equipped to collect said animal’s solid waste when eliminated on property owned by the city of West Fargo, the Park District, and the School District. Any person who wishes to make a complaint regarding violations of this section must appear before the Judge of the Municipal Court and sign a complaint.

ORDINANCE 609

  • Nuisances on Park Property – No owner, occupant, or user of property abutting Park District property of the West Fargo Park District shall cause or allow water from the downspout, sump pump, or similar device to be directly or indirectly deposited on Park District property. No person shall deposit snow, earth, construction material, or other substance on Park District property.

TITLE VI

Title VI of the Civil Rights Act of 1964 ensures that no person in the United States of America shall, on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination, including sex, age, disability, low ­income, or LEP discrimination, under any program or activity or program for which the Recipient receives Federal financial assistance. The Civil Rights Restoration Act of 1987 clarified the original intent of Congress, with respect to Title VI and other Non-discrimination requirements (The Age Discrimination Act of 1975, and section 504 of the Rehabilitation Act of 1973) by restoring the broad, institutional-wide scope and coverage of these nondiscrimination statues and requirements to include all programs and activities of the Recipient, so long as any portion of the program is Federally-assisted. The Park District of the City of West Fargo, ND (District) is a political subdivision of the State of North Dakota. It is the policy of the District to ensure compliance with Title VI of the Civil Rights Act of 1964 and all related statutes of regulation in all programs and activities.

SCHOLARSHIP PROGRAM

The West Fargo Park District strives toward serving the needs of all citizens, regardless of income level. To achieve this, it is necessary to establish a district policy to provide income assistance for those who qualify.

OBJECTIVE

  • To provide the opportunity to allow financially disadvantaged youth and adults to participate in general recreation programs.

POLICY STATEMENT

  • It is the policy of the West Fargo Park District that no individual who is a current resident of the City of West Fargo, or lives within the West Fargo School District zone, shall be denied participation in general recreation programs due to financial inability to pay the program fees.

INCOME ELIGIBILITY GUIDELINES

  • Discounts are approved and given if families qualify for the guidelines of the federal lunch assistance program. Eligibility must be established every year to continue to receive financial assistance for recreation activities. Each parent/guardian and child(ren) in an approved family may receive up to two recreation programs at half price per season (Spring/Summer & Fall/Winter). Each parent/guardian and child(ren) can also receive one punch card per month, per family member, at half price for use at the Veteran’s Memorial Pool and Rustad Recreation Center. Each child can receive up to three pool punch cards at half price.

PROGRAMS NOT ELIGIBLE FOR YOUTH SCHOLARSHIPS

  • The following are not eligible for low-income assistance: team entry fees, special events, session fees for Veterans Memorial Pool, Daily Admission to the gym and playground at Rustad Recreation Center, birthday party packages, rentals/reservations of shelters and facilities, and vending/concessions purchases.

  • To qualify for this assistance, applicants must complete the Scholarship Form and bring income verification to the West Fargo Park District office prior to registering for programs.

Weather and facility conditions will be considered when determining the cancellation or modification of an activity. Activities may be cancelled, and facilities closed at any time at the discretion of the Executive Director. Participants and guardians of participants have the ultimate responsibility to make decisions regarding participation based on weather conditions.
